I assume he's talking about flying on larger maps. It's easy to get too close to a city and start the lag machine, especially ducking AV Infantry.

Ive definitely noticed that punishing someone does nothing perceptible. As for friendly damage, maybe a squad/corp setting (like EVE) to allow friendly fire.
